David Hume thought this; he said that it wasn't contrary to reason to prefer the destruction of the whole world to the scratching of his finger. He said this because he thought that this preference needn't involve any factual error. But it's difficult to imagine anyone satisfying our conditions for practical rationality and yet having this preference.
