Did Aquinas hold that the moral rules that govern us can legitimately vary from place to place?
The basic norms (like the golden rule and the wrongness of stealing) are objective, fixed and unchangeable, and based on nature instead of convention. While our minds can be perverted by passion or vice, we cannot be completely blind to these basic norms. On the other hand, these basic norms can be applied differently to different cultural situations. So, while stealing is wrong, ownership is sometimes vague and can be specified differently by different cultures.
