{ 7 } - formal ethics is neutral on this issue.

Formal ethics takes "Moral rationality requires such and such" to mean "In making moral judgments and deliberating about how to act, we ought (ideally) to do such and such." Since formal ethics is neutral on how to understand "ought," it's neutral on the further meaning and cognitive status of these rationality conditions.
